There is no specific time. It's based on the number of boards you've reset. I don't give out the specific numbers, but if your in L++ it will take quite a number of resets to hit the guarantee.

The counter doesn't reset by moving tiers. It does reset when you pull a card of the same tier you're currently playing. So if you have been playing in Legendary, then go to down to Epic++ and pull an Epic card, your counter resets to 0 at that moment. The act of moving down a tier though doesn't reset your counter.
