You were asking about NCAA 13 rosters. It is no longer possible since severs were shut down permanently on OCT 24 2017.
But you can continue getting them thru offline methods requiring a Windows PC and usb flash drive and modio program. But offline rosters are not as common. A few Ports from NCAA 14 are made each year around Sept/Oct every year.
