Or I could just could buy the hot pass. *$30 for a bunch of paint schemes and challenges isn't that bad.

Yes, it is bad -- especially when the game sells at retail for $40.
I expect more from a season pass than paint jobs and BS challenges. I would want a historic track or two and some historic cars.
704 are ripoff artists. It's a shame, as the base game is very good. I would be more than happy to pay the normal $60 for a game with a few classic cars and tracks and more liveries out of the box.
Maybe 704 should consider that strategy to raise more revenue instead of nickel-and-diming gamers to death with DLC packs that are almost nothing but paint jobs.
Considering 704 is a small shop and the game is cheaper than other sports games, I personally don't find it all that bad.  EA and 2k are watch worse when it comes to DLC and micro transactions.
I do agree throwback tracks and cars would be great, but I highly doubt their studio would be able to afford all of that.  Getting each sponsor costs a lot of money.
Respectfully disagree about the "ripoff artists" comment. If this was a different sports game publisher (I'll leave that to your imagination), the Xfinity/truck series would likely have been behind a $24.99 paywall.
They could have pawned content such as Eldora off as DLC, but they didn't. They gave us the entire game up front, with the option of spending money on fluff if we want. I'll take that over a partitioned game any day of the week.
Compare this DLC pack for Project Cars just released by Slightly Mad Studios with the crap that 704 foists upon us for the same price and tell me 704 aren't ripoff artists:

SMS gives us multiple new cars and two new tracks for $10. 704 gives us paint jobs and a couple of BS challenges for $10.
Look, I applaud 704 as a lower-funded, hard-working studio. The base game of NH 2 is very solid and fun. But you don't compensate for your small size and lower budget by charging players $10 for paint jobs.

What 2017 licensed racing game is partitioned?
WRC 7 -- entire series and full JWRC, WRC 2 and WRC lineup out of the box.
F1 2017 -- entire series and full 2017, 2016 and classic car and track lineup out of the box.
MotoGP 17 -- entire series and full 2017 MotoGP, Moto2 and Moto3 lineup out of the box.
