SDS has revealed their latest MLB The Show 22 trailer featuring some of the Legends in the game. We have posted a list of some of the new and returning Legends in the game below. In total, MLB The Show 22 will have more than 150 Legends.

The Standard Edition of MLB The Show 22 releases on April 5 for Xbox One, Xbox Series X|S, PlayStation 4, PlayStation 5 and for the first time, Nintendo Switch. It will also be available on Day One for Xbox Game Pass subscribers.
Fans that purchase the Digital Deluxe or MVP Editions will get a four day head start with early access starting on April 1 at 12:00 AM ET.

Probably too costly to go out and get the rights to entire teams. That's where the roster vault comes in handy.
It's just a mis-interpretation as to what they mean by legend.
Legends are classified in-game as any player who is no longer active. Flashbacks are cards representing non-2022 years for current players.
I get what you mean by the disconnect though....it's weird to consider Jered Weaver to be a "legend" in the usual usage of the word...
Randy Johnson is arguably the greatest lefty of all-time.
I'll buy this year just to grind through whatever DD program they setup for him.
Not all legends are in this video and their website says it will be updated daily.

Full disclosure, I haven't played The Show in almost 10 years, as I did not own a system once I went to college and started my professional career. Bought a PS5 this past year and am excited to delve back into The Show next week!

Legends can be used in Diamond Dynasty (the card collecting mode). You can also play with/against "all legend" teams in Play Now games and there is also the option to start a franchise with the legend player pool active.
Also, if you edit the roster in the main menu, you can move Legend players onto the real life major league teams....so if I wanted to add Joe Morgan and Johnny Bench to the Reds' roster, I could do that.

Thanks for clarifying! Are all legends automatically enabled at the start for Play Now/Franchise, or will I need to collect their "cards" first?

No need to unlock them for Play Now/Franchise, they should be assigned to a couple different "Legend Teams" based on the era the played in
