I'm pretty sure the Hardcore/Casual settings are nothing more than slider presets. Once you choose Hardcore or Casual and then adjust any slider, you're switching to Custom.

That's completely incorrect. Tactics can be assigned and used by CPU teams and I've done it with many CPU teams. The problem is they don't always stick when you're initially setting them up. You need...

I'd like to know as well. When I start a MM, I'm only able to control one team, and there doesn't appear to be any way to edit other teams' tactics.

Question for the OP: You say the tactics for CPU teams isn't sticking in MM. How do you check that, given you can't control other teams in MM and therefore can't view their tactics?
