I tried a little longer and started to see some penalties. However, the thing that I mostly notice now is they seem to be uneven most of the time. In one game, my team will get 4-6 penalties but...

No luck whatsoever. Can't get penalties for the life of me. Since having realistic penalty totals is important to me, game going on the shelf for now:(

I had this posted in the sliders section so I thought I would put it here to see if others had input.

I'm playing anywhere from 6-8 minute periods with fatigue effect at 100 and fatigue recovery...

Tried all the penalty sliders. When you say your getting 5 pp per game is that each team? If not that would seem on the low side but still better then what I get.

Played a number of more games and still no luck. Each game getting 0 minutes. All fatigue sliders setup ad best as possible. May have to try longer minutes.

Correct. And also turned aggressive all the way up. When you say your getting 8 per game is that total or per team? When I usually see penalties always on human player.

I believe in NHL roughly each team avg is 5. Of course some teams higher and lower.

Tried maxing aggression for a few games and saw same result. Between CPU and me we had only one penalty.

I'm playing 6 minutes right now. I guess that could have something to do with it, but unfortuantely just don't have enough time to pay longer games and plus this setting is yielding very good stats.
