Timing Window question

Just a quick question I have made some sliders so far that I am very happy with for the psp version, but my only question is the Timing window, does it affect the cpu and the user, or just the user?

In the PS3 version there are two sliders for timing window, one for user1 and 1 for CPU. Might want to see if its the same for your game.

Well theres not one for each 1 but I will have to check which one its under.
