It happens, and it all depends on a player's potential.Most players can only progress to their potential, but the Potential gamechanger and the special skill Motivator can have players exceed their potential. it also helps if you have skilled coaches with good development ratings; Leadership with your HC is a big boost to player development.

Yep, players progress during the season. You can view their "progression meters" to see the progress they are making towards "leveling up" their attributes.
They gain experience points towards the next point (for example from 95 to 96 or 70 to 71, etc) by play and practice.
I haven't had a player progress to 90 yet, but I've gotten Josh Johnson to 88 OVR (his pot is 92 for my system)
