Remember, the rosters on the game were when the Lions were 7-9 the year before. I'd say the worst (taking cap problems into effect) is probably the Raiders.

Redskins.

They are kind of talented, but in this game the eagles, giants, and cowboys are all amazing so they are in a stacked division

play whoever you wish. you want a challenge play one of the teams that did poorly and try to build from there. so that would be phins, chiefs, rams, raiders, falcons, jets
