I gotta say that there is a huge difference. As I've progressed through more than 60 games with these settings at zero, I've seen a huge difference in play and overall fun. I don't know what it is, but it works. The game plays like it was designed to play. And I've seen penalties rise since I first started with this. I used to get about 3 penalties a game, but know I'm seeing 7-8 a game. Mostly facemasks on kickoffs, offsides, and holding on screen plays. But, the game is progressing well. I started this with my 12 team dynasty about mid-year and since I've seen a major difference in competition and CPU game play. I gotta admit, my teams went from being in the top 25 for defense, to being scattered throughout the board. Even my top ranked Georgia Bulldogs went from being 1 in rush, pass, and overall defense, to being pushed out to the top 15 in all categories. Let's just say this, the teams that are supposed to be in the mix are, and teams that have no business being there, are not there. I've also seen a major change in the running game. I went from averaging 120+ per game rushing, to now being stuffed by teams (GA- Moreno rushed for 43 against Auburn) and having some spectacular games (Smith of UCF rushed for 233 against Marshall). Bottom line, the game might not have changed for some people, but for others, they see the light and have tons of fun.

I'm a believer as well. The only thing I know for a fact that changed for me was user pancakes. I would be lucky to get 1 in a game, but after going to 0 penalties I usually see 2 or 3 lineman with 1 or 2 pancakes a game. I used to get these type of stats when I simulated but never in user played games
The game feels better to me with the penalties at 0, plus I really don't see a change in penalties called. So, I'm happy with it.
