CPU Pitcher Fatigue?

Do you inc or dec the CPU pitcher fatigue to have starting pitchers recover quicker? While playing a tournament my first pitcher has not recovered enough to start the 4th game. How do I fix this?

I am under the impression it is for in-game fatigue (stamina), I am not sure what slider would affect recovery.
