The Bucs are averaging 63 K fans per game and they are 0-7

Raiders are averaging 49 K fans per game and they are 2-6

Titans are 1-6 and are averaging 69 K fans per game.

In fact, the worst attendance average thus far is 45 K.

Not sure how big the stadiums are, but it's more than half-full I'm willing to bet.

Can you black out games in franchise mode?

If not, they should be assumed to be happening when calculating attendance for franchise games until it's actually put into franchise mode.
