Currently I am trying to start my MM at the lowest level and reach the top. I found the lowest rated teams in the League of Ireland. My team (Derry City) is playing well on the field but I cannot manage to sign anyone. Ive targeted for sale players as well as unlisted players. I can get the contract to where the player has 85% interest. When I attempt the transfer the team always says its rediculous. Ive tried offering double market value for a guy listed "for sale" and still no deal. I understand that I have an awful team and need to compensate the player in salary for playing there but the team thing just doesn't make sense. The guys Im after are mid 60's with no other club competing for their services. I don't get it. Can anybody help me out. What are you guys doing with transfers to have success?

I had the same problem playing as Millwall, nobody would sign with me because they thought it was a step down. What I did was bump up my scout level and sent him to search for help, I was able to sign a few guys with low 60's OVR.
Another thing I did was try to sign players who aren't even listed, shop thru the MLS and Turkish leagues for some Players, you should sign anyone you could get, don't worry about their OVR, you need players because you have a short bench and you have to deal with fatigue.

How do you do this? Is there another place other than the transfer listings to look for players?

send out your scout...he will find new/unsigned talent for you
also offer a deal for some low rated players [suited to your team's level] that are currently under contract and NOT up for transfer ...the team might sell them to you -
- target teams that are on the same level as yours and try to steal their better players by making bids for players not transfer listed

I managed to grab a couple midfielders a little below 60 who add alot to my team. ITs wierd though that even if I offer a higher ranked player and he is happy with the offer, the team will never accept.

I send scouts to Africa to look for strikers, you can find some players there that have great speed. Send your scout to South America for mid fielders and search free agents for defenders - they're easy to pick up.
It's sometimes easier to acquire players who aren't listed in the transfer marker, not sure why this is so but it seems to be this year.

How long does it take for the scout to get back?
Anyway, i had some better luck signing players lately. I upgraded my negotiator and when trying to sign a player i put his interest up to about 85% and they'll sign.

Along with scouting there is also a Free Agent search option within the transfer market. Go to Search by Details, and filter the search by player status to select "Free Agents".
However, i don't think FAs appear in the very first window, may have to wait until January in the first season. Also, i personallly didn't recognise any of the names there, so they may just be game-generated randoms. But i'd think eventually real players get agent to FAs once they are out of contract and don't re-sign with their old club (this happened in 09 for sure, i remember signing Vincent Kompany as an FA at the end of the first season with Parma in 09).

You can send the scout out for a quick trip or longer, depends how much money you want to spend - quick trip or a few games.
Free agents do appear in the first transfer period, there isn't that great a selection like in years past though. I try to keep my teams as close to their real life counterparts as I can, if not I will go after a young player from the country in which league I'm playing in.
