Is there any game mode that you can do the world cup for besides creating a tourney?

No, there is not. If there was, then EA would have no reason to release a World Cup game every 4 years, and they would loose money by doing so.

Being EA they are likely to milk their licenses as much as possible and make a World Cup game almost completely similar to the latest/upcoming game.
