This isn't in the correct forum, but I'll answer anyway to the best of my ability. The following random tips are based on my experience in 2k7 last year, and after a simmed season to practice recruiting as well as 2/3s of my first season in my legacy.
I would always sim a season or 2 before starting a legacy just so I know what to expect from recruiting.
Make sure that your target list is full. I usually have 2 seniors for every scholarship I have, then some JRs with maybe a SO and FR thrown in. The problem with having SO/FR on your list is that after you get their game tape, you can't contact them ever again until they are JRs.
You didn't give enough info as to whether or not you'll sign your guys. It depends on your competition too.
A recruit will sign in the early signing period if anyone gets him to 100% and they offer him a scholly. Likewise, you cannot sign anyone during the early signing period unless you offer them AND they're at 100%. If multiple teams are at 100%, then I believe they will decide which one based on their preferences.
If you don't know all of the recruits stats, you can scout their games. If you know all of their stats, then you should visit them. I believe the amount of interest that you will increase is based on the following:
email - no interest gain, but you keep them from losing interest.
phone - little interest gain
scholarship - a little interest gain
scout - more interest gain and learn stats
visit - even more interest gain and you learn their preferences
invite to campus - most interest gain, and I think you learn preferences too
For the guys you really want, visit them every week until you've hit your quota, and make sure you invite them to campus. The idea is to increase their interest as much as possible until you get them to 100%. You only have 5 weeks before the start of the early signing period. I believe that most 5* and maybe a lot of 4*s too sign during the early signing period. After the early signing period, the level of talent that's still available drops significantly.
Try to invite people to campus all during the same week. It'll cost you X recruiting points for every recruit, but your coaches' time is only taxed once.
IE. Invite 3 recruits, all during the same week costs 3X recruiting points and 1Y free time for all 3 coaches.
IE. Invite 3 recruits, 1 at a time for 3 weeks costs 3X recruiting points and 3Y free time for all 3 coaches.
Pay attention to preferences once you start learning them and act accordingly.
IE1. You're Duke and your recruit is looking at the following schools:
Harvard: 90%
Duke: 70%
His #1 preference (they might be called priorities now that I think about it) is to play at a big program. As long as I knew I could get him to 100% before the signing period, I would go after him, because if Harvard and Duke are both 100%, he would probably choose Duke because it's a big program.
IE2. Duke and Harvard are going after a PF from Boston. Duke only has 2 JR PFs and Harvard only has 2 SR PFs.
Harvard: 90%
Duke: 80%
Priority1: Being close to home
Priority2: Early playing time
I would drop this guy like a hot potato as I don't think Duke could sign him over Harvard.
Never assume you'll sign everyone you're looking at. During the early signing period, I would only concentrate on SRs. I was MSU and had 3 schollies. I went after 3 seniors hardcore every week. I spent my leftover points on 2 other SRs. I signed 2 of the SRs, but the 3rd one (a 7'2, 300lb, 4* C signed with Georgetown, even though I had him at 100%). Because I also spent some time on 3 other SRs, I have a headstart on them for the offseason signing. During the rest of the season, spend points on enough SRs to offer your remaining schollies as well as on JRs, SOs, and FRs. In the future years, it'll be really hard to sign recruits if you only target SRs. You'll be trying to interest a SR that has been in contact with other schools for 3 years already.
If you want to sleep at night, stay away from world recruits. The CPU doesn't talk to these guys until really late so you can have any world recruit you want if you talk to them from the beginning of the season. They're so easy to sign, it's likened to cheating.
Unlike NCAA08, you can't dump all of your points into 1 guy. You have a limit on everyone so you'll have extra points left over. Make sure you use them.
