didn't they up the number of users possible to 16 this year? Not that I am saying that we have to let 16 in just thought they had up it to that number.

I'm pretty sure it's still 12. If they did and I missed it though I still want to keep it at 12 since that's what I had planned.

It's up to you. If you want Oregon you can go for them. We have an Oklahoma, plus I don't doubt that you'll have several losses as Oregon anyway, it's your decision.
