I use Photoshop. Until you mentioned Dreamweaver and I Googled it, I had never heard of Dreamweaver.

I use a HAVA recorder to record the video. I use Windows Movie Maker to put together the movies and get images. I import the images into the Photoshop template I have created. Windows Movie Makes is terrible because it crashes way too often. Photoshop isn't too difficult. Once you have a template you like it is a breeze.
