Wrong. Game cannot end on defensive penalty unless it is declined by the offense. In the case of the OP the CPU had 2 choices, accept the penalty and make them rekick with an untimed down (this is what would happen) or decline the penalty,kick is good and its overtime (obviously would never happen)
