FM is my second choice since it's a game I've spent hundreds of hours playing, but as with PES, there are improvements, but only minor ones.
FIFA can take all the leaps and bounds it wants - but if the game is still unplayable to me then that is not a soccer game, that is a broken game. PES is playable - hence it's for me.

If we were discussing best online sports game - hands down - FIFA.

Re: Operation Sports 2008 Soccer Game of the Year

FIFA would have earned my vote if I was on time to vote, because Konami's customer support sucks sewer water; it's been almost 6 weeks and WE STILL DON'T HAVE THE 1.20 UPDATE that Europe got. For reasons known only to God and Konami, that is. It is INEXCUSIBLE to withhold a patch of this import to a good portion of your gamers. To me, that's a slap in the face to their North American customers. That's not to say we got two excellent playable games. We'll see now if FIFA Manager 09 catches on, since it can be downloaded via Steam for $36.

All in all, we had a great year for soccer games, management and otherwise.
