I'll pick Head Coach even though I've never played it or seen it, but it has to be better than NCAA 09 and Madden. Those two games were horrendous, I can't believe how far NCAA 09 has fallen.

It's sad to see this list so small... drae2 got it spot on: this is a "pick your poison" category.

I voted Tecmo Bowl because EA doesn't deserve a vote here. Their game is so far off of what real football is, that I might as well vote for an arcade game that knows it is arcade.
