After a brief and very public romance, Tom Cruise has proposed to girlfriend Katie Holmes, he announced at a Paris press conference Friday morning, with Holmes – flashing a large diamond ring on her left hand – at his side.

"Yes, I proposed to her. ... It was early this morning at the Eiffel Tower, so I haven't slept at all," said Cruise.

"Today is a magnificent day for me, I'm engaged to a magnificent woman," he added.

Asked why he chose the famed Paris landmark, Cruise answered: "I've never been to the Eiffel Tower. It's Paris, it's a beautiful city, it's very romantic."

The press conference at Le Train Bleu at the Gare De Lyon train station was actually for Cruise's upcoming movie, War of the Worlds. It opens in the U.S. on June 29. Holmes's new movie, Batman Begins, opened Wednesday.

Wearing a black denim jacket over a black T-shirt, Cruise arrived at about 10:22 a.m. Paris time, with Holmes, sporting a black top, behind him.

In the course of the conference, Cruise and Holmes never touched but repeatedly made happy faces. (Cruise's sister and publicist, Lee Anne Devette, sat with them.) Holmes's ring, which Cruise said he bought "a while ago," had a tear-shaped diamond.

Asked by PEOPLE privately if they plan to have children, Holmes said, "Yes," as both she and Cruise broke into smiles. (Holmes, however, did not speak during the press conference.)

As for setting a wedding date, "We have to discuss that," he said. "We're taking it one step at time."

When told by reporters that he seemed like a changed man, Cruise replied: "It's definitely love and France. I've never felt like this before. She's an extraordinary woman and I love her very much. My family is doing well and I'm just very happy. Then you come to Paris ... But it's definitely Katie."

Cruise, 42, and Holmes, 26 – who left the Paris press conference to board a train for Marseilles, for another War of the Worlds premiere – first announced their relationship in April, with both of them declaring their love at press conferences and in TV appearances.

In May, Cruise's behavior on Oprah Winfrey's sofa – jumping up and down – prompted the host to declare, "The boy is GONE."

He and Holmes began dating after Cruise split from actress Penelope Cruz, and Holmes and actor Chris Klein called off their long-standing engagement. Cruise was previously married to actresses Mimi Rogers (1987-90) and Nicole Kidman (1990-2001), with whom he adopted two children.

As the new relationship developed, Holmes started to profess an interest in her boyfriend's religion, the Church of Scientology. This week, PEOPLE reports that wherever Holmes goes, Jessica Rodriguez – an employee of the controversial church – is never far behind.

Though a source close to Holmes says that Rodriguez is traveling as a friend and assistant and not as a religious adviser, the blossoming friendship was perceived to indicate that Holmes was getting more serious about Cruise and more deeply involved in Scientology.

this is either on of the most genius or ill conceived marketing pushes of all time.

I go into the store and every freaking magazine has Katie Holmes on it.

If I'm them I'd be ashamed of all of this. If you are really in love go get married and stop telling the press where you will be every hour of the day.

Ohh I know, let's have Tom propose on top of the Eiifel Tower...now that is ultra cool.

Actually, the series started out with her dating Dawson, but ended with her and Pacey living together in Boston while Dawson was in LA working on his film career

OH MY GOSH!!!! I can't believe they are engaged! I mean, I thought they might get engaged and I was really hoping that they would (they make such a cute and totally awesome couple) but I didn't think it would happen this fast! I am sooooo excited for them and I know they will be sooo happy together! I know people are kind of criticizing them a little bit right now and making fun, but I am just glad that they found each other and are happy and I hope that all the naysayers out there don't stop them totally enjoying this moment and expressing their awesome emotions. "YEAH!!!! FOR KATIE AND TOMMY!!!"

im fascinated by jims insistence that cruise is gay. ive heard it before, and hey, if gay means marrying nicole kidman and dating penelope cruz, im all for it.

does anyone remember if "TomCruise" is a code?

I say she'll want to have at least one of his babies. If not more. I can't see how you marry Nicole Kidman and not churn out at least 1. He's gotta be gay. Of course, Brad Pitt must be the same way then...unless you're from the school of thought that says Jen Aniston isn't much - and I'm not from that school. at all.

Good God. And Ricky Martin's videos are littered with hot women dancing suggestively all around him. What does that prove, exactly?

I don't know whether he is or he isn't, but who he marries - especially given his chosen profession - is nearly irrelevant.

This is the VERY reason he has to go to such lengths to hide his sexuality. Men who like his action movies and the like would be terrified of being considered a "homo" if they went to see a Tom Cruise movie and women may be turned off by his "romantic" roles since they wouldn't buy it and couldn't engage in the fantasy.

Also, what does Tom Cruise being gay/bisexual have anything to do with the quality of his movies or his acting? That's the inference I hate about this debate. It's as if implying Tom Cruise is gay is similar to implying that he's a crappy actor and his movie's suck. His sexual orientation and acting ability/film quality are completely unrealted. Well, in fact, since he is gay, I find that he's been able to play convincing, studly hetero roles all the more impressive!

The actor was outside a movie theater in central London's Leicester Square on Sunday doing press interviews when a man squirted him with a water pistol disguised as a microphone, London's Metropolitan Police said.

Cruise initially appeared to laugh at the incident but then asked the prankster: "Why would you do that?"

As the man gave a barely audible excuse, Cruise said: "Do you like thinking less of people, is that it?" The prankster tried to walk away but Cruise reached across the metal barrier, held his arm and said: "Don't run away. That's incredibly rude. I'm here giving you an interview and you do that ... it's incredibly rude."

The actor grew increasingly irritated and told the man: "You're a jerk." Footage of the incident appeared on Sky News TV on Monday.

Police detained the man who squirted Cruise and arrested three other men who filmed the incident. The four were working on a new comedy show for British television station Channel 4 in which celebrities are the targets of practical jokes.

Police released the men on bail several hours later and ordered them to return to a central London police station on Monday, when they may be charged with assault, the police spokesman said.

Actress Katie Holmes, who recently got engaged to Cruise, was at the premiere but not by his side at the time of the incident.
