Why can't I move my team? (FOF2004)

I attempted to move my franchise (Detroit) to Wichita about six to eight seasons ago. I was shot down by 12 votes :rolleyes: , but since then I have not been able to put a move to a vote. What am I doing wrong?

You can only attempt to move your team after you've had a stadium request turned down... not sure if it's only the year after the request is turned down, or if there's a time limit there.

If it gets shot down then you're back to square one and have to get rejected at home again.
